Yeah they really weren't that great compared to the standard mods.  I had a Torgue Badass one that was pretty good, and it made finding Torgue guns exciting, but it disappeared on me.

So did the level cap go up to 69?  If it did, do we need the dlc to get the increased level cap?  Do I need to skip lunch for the next few days to afford this game?

There's a free patch coming out in the next few weeks that will raise your level cap by 8.  So if you have knoxx, it'll go to 69, otherwise it'll go to 58.  The DLC gives you two skill points without a level increase (one per playthrough), just like Moxxie did.

I've bought it and installed it, but haven't started it yet.

I am on the confirmation screen, still contemplating. 95% will buy it though.  so you still can't go beyond 61 at this point?
